Saint-Quentin sat directly in the path of the German advance in August 1914 and fell under occupation within weeks. The Chambre de Commerce — like dozens of regional French chambers scrambling to fill the vacuum left by hoarded and evacuated coinage — issued its own emergency fractional notes, the so-called monnaie de nécessité, to keep local commerce functioning under occupation and through the chaotic years that followed.
Imprimerie Paul Dupont had a long relationship with French institutional printing, and the watermarked paper gave these notes at least nominal resistance to counterfeiting — a real concern in occupied zones where monetary controls had effectively collapsed.
The JP#116.8 reference places this within the broader Jérôme Picard classification of French emergency chamber issues, a series that ran well past the Armistice as coin shortages persisted into the early 1920s.
