The Régence de Tunis emergency fractional notes of 1918 were a direct response to the wartime metal shortage that had stripped small-denomination coinage from circulation across French-controlled North Africa. The 2 Francs was among the lowest values issued under this series, intended to plug the gap left by hoarded bronze and nickel.

These notes were printed in France during a period when the Banque de l'Algérie effectively administered Tunisian currency matters, though the notes bore the Regency's own authority. Survival rates are low — lightweight fractional paper of this type rarely made it through active circulation intact.
