The Régence de Tunis notes of 1918 were emergency small-denomination issues, filling a gap caused by the acute coin shortage that gripped French North Africa during the First World War. Metallic currency had been hoarded and melted across the region, and the colonial administration had no practical alternative to paper fractions.
Pick 38 belongs to a short-lived fractional series — 50 centimes through 2 francs — authorized under wartime emergency powers. These circulated hard and wore quickly; the paper was never intended for longevity.
