The Shensi-Kansu-Ninghsia Border Area was the Communist Party's administrative base centered on Yan'an, and the trade cooperatives operating within it issued their own scrip well before the Border Area Bank had fully developed a regional currency infrastructure. Guanghua Shangdian was one such cooperative store, issuing fractional denominations in fen to handle small daily transactions that the larger notes could not practically serve.

1938 was early in the Border Area's monetary history — the region was still building the institutional mechanisms to displace Nationalist and warlord currencies. Store scrip like this filled that gap, redeemable only within the issuing cooperative's own commercial network.
