Issued to mark the bicentennial of the Kingdom of the Netherlands, founded in 1813 when Willem I returned from exile following Napoleon's collapse and the retreat of French forces from Dutch territory. The colored variant was produced for the collector market — the Netherlands were among the earlier eurozone members to embrace applied color on circulating commemoratives, though colored issues are never valid for general circulation under ECB rules.
The timing carried additional weight: 2013 was also the year Willem-Alexander ascended the throne following Beatrix's abdication, making this coin a coincidental double commemoration.
