Lithuania was among the first EU member states to formally recognize Russian aggression against Ukraine as genocide, and its political solidarity with Kyiv has been consistent and vocal since 2014. This commemorative 2-euro issue was authorized under the EU's common commemorative coin framework, which allows member states to issue annually within agreed mintage limits.
