Monaco's 2015 commemorative issue was released as part of a broader European program allowing member states to strike collector-oriented pieces outside the standard annual allotment. Monaco's total euro coinage output is tightly capped by agreement with the European Union — the principality is not an EU member but negotiates minting rights bilaterally with France — which keeps mintages for all Monégasque issues dramatically lower than those of any eurozone sovereign.
The Rock's fortifications date to the 13th century, when the Grimaldi family seized control in 1297.
