Issued to mark the 150th anniversary of the 1863 Finnish Diet, convened by Tsar Alexander II in Helsingfors after a decades-long suspension of parliamentary sessions. That convocation was the first since 1809 and effectively restarted Finnish constitutional life under Russian imperial rule, setting the trajectory toward the autonomy that preceded independence by half a century.
