Montenegro used euro-denominated coinage during its unilateral adoption of the euro — without any formal agreement with the European Central Bank — after the collapse of Yugoslavia left its economy in ruins and the deutschmark became the de facto currency by the late 1990s. These pieces were struck for circulation prior to Montenegro's formal independence in 2006, and they carry no legal tender status within the eurozone. The ECB has never sanctioned Montenegrin euro issues, a situation that remains unresolved even after independence.
