Portugal joined the eurozone at launch in 2002, but the transition came with a peculiar domestic problem: the country had been using the escudo since 1911, and public familiarity with small-denomination coins was deeply ingrained. INCM, the national mint in Lisbon, had been producing Portuguese coinage continuously since the 15th century — one of the longest unbroken minting histories in Europe. The 2002 euro cent issues marked the first time in nearly a century that Portugal struck coins to a specification it did not control.
Annual mintage figures for Portuguese euro cents vary sharply, with several years seeing production in the tens of millions and others dropping to collector sets only.
