Serbia has never issued euro coinage — the country uses the dinar and is not part of the eurozone, nor has it been authorized to mint euros under any arrangement with the European Central Bank. This piece is almost certainly a fantasy strike or medal issue, produced outside any official monetary authority. Such items were common in the early 2000s, when several non-EU Balkan states appeared on privately minted "euro pattern" sets sold to collectors through mail-order catalogs.
