John Philip of Lamberg became Prince-Bishop of Passau in 1689 and spent much of his episcopate navigating the financial and political wreckage left by the Ottoman siege pressure on the eastern Habsburg frontier. Passau, as a Prince-Bishopric of the Holy Roman Empire, retained the right to strike gold coinage — a privilege jealously maintained and exercised in issues like this one partly to assert jurisdictional independence from both Bavaria and Vienna.
