Singapore's Lunar series has been issued continuously since the early 1980s, making it one of the longest-running national mint programs of its kind in Southeast Asia. The Goat year fell at a commercially strong moment for the series, with collector demand from mainland China and the diaspora market at a sustained high following the 1997–98 financial crisis recovery.
KM#223 is struck to .999 fineness rather than the .925 used in earlier issues — a shift Singapore adopted to compete directly with Perth Mint lunar offerings in the same period.
