Singapore's Lunar Series coins are issued by MAS as legal tender but function almost exclusively as collectibles sold through authorised dealers — circulation examples are essentially nonexistent. The 2015 goat issue falls within the third full cycle of Singapore's lunar coinage program, which began in the 1980s and has tracked each twelve-year zodiac rotation since.
