Obverse description Front-facing portrait bust of Mayor Mel Lastman, depicted wearing a mayoral chain of office adorned with decorative medallions. The legend MAYOR MEL LASTMAN · 10 TERMS AS MAYOR curves along the upper periphery within a beaded border, flanked by small foliate sprigs at the lower field. The dates 1972 and 1996, denoting the span of his mayoral tenure, appear to the left and right of the portrait respectively. Below the bust, the denomination TWO DOLLARS is inscribed in bold lettering, with EXPIRES JANUARY 31, 1996 in smaller text immediately beneath.

North York ceased to exist as an independent city on January 1, 1998, absorbed into the amalgamated City of Toronto by the Harris provincial government despite a local referendum in which residents voted overwhelmingly against the merger. This chamber scrip, issued just two years before that dissolution, circulated among member businesses as a local loyalty instrument during the city's final years of municipal autonomy.
