Niue has issued legal tender collector coins under licensing agreements since the early 1990s, a revenue arrangement that has produced hundreds of themed issues with no meaningful connection to the island's 1,600-person population. This goat series piece was struck for the 2015 Chinese lunar calendar cycle, almost certainly by the New Zealand Mint on Niue's behalf — the actual minting authority behind the vast majority of Niue-issued bullion and collector pieces.
