Tuvalu's lunar series issues from this period were struck by the Perth Mint under licensing arrangements that allowed the tiny Polynesian nation — with a population under 10,000 and no mint of its own — to generate meaningful revenue from collector coinage. The 2003 Goat corresponds to the fourth animal in the twelve-year Chinese zodiac cycle as reckoned from Perth Mint's series starting point, and these issues sold heavily into Southeast Asian and Australian Chinese-diaspora collector markets.

KM#173 was struck to a maximum mintage of 10,000 pieces.
