Issued to coincide with the 2002 FIFA World Cup, co-hosted by South Korea and Japan — the first time the tournament was held in Asia, and the first time it was shared between two nations. Cook Islands was among dozens of small sovereign states that licensed World Cup imagery from FIFA to produce commemorative issues, a revenue stream FIFA has managed aggressively since the 1990s.
KM#468a designates the silver variant; a base-metal version was struck concurrently.
