Obverse description Right-facing crowned effigy of Queen Elizabeth II after the third portrait by Raphael David Maklouf, depicting the Queen wearing the Girls of Great Britain and Ireland tiara and a pearl necklace with drop earrings. The legend ELIZABETH II arcs along the upper left rim and EAST CARIBBEAN STATES along the upper right rim. The date 2003 appears in the right field, and the denomination TWO DOLLARS is inscribed along the lower rim. The designer's initials RDM are present on the truncation.

Issued to mark the centenary of Churchill's election to Parliament in 1900, this piece was part of a broader wave of Commonwealth commemoratives produced for the occasion. The Eastern Caribbean Central Bank, which serves eight island territories sharing a common currency, contracted commemorative production of this type through outside mints — these were never intended for circulation and reached buyers almost exclusively through collector channels.
