Niue has issued silver bullion and commemorative coins denominated in its own currency since a 1996 agreement with the New Zealand Treasury, which manages the island's monetary affairs. The territory's population hovers around 1,600, making it one of the smallest self-governing states in the world — yet its mint program generates revenue that meaningfully supplements the national budget.

KM#1518 is one of hundreds of licensed issues Niue has contracted to foreign mints, predominantly the New Zealand Mint in Auckland, targeting collector and bullion markets with no expectation of domestic circulation.
