Ted Colson is not a historical figure most collectors will immediately place — he was one of the divers who participated in the 1960 recovery efforts around the wreck of the HMHS Britannic, sister ship to the Titanic. Niue has issued a long-running series of silver bullion and commemorative pieces under its Royal Mint arrangement, and this piece falls within a subset honoring figures connected to notable maritime history.
Niue's coinage program is administered entirely offshore; the island itself has a population under 2,000 and no mint of its own.
