Tuvalu's Olympic commemorative program in the 1990s was produced under the Pacific Coin Company arrangement, which explains the unusually low silver fineness — .500 was a cost-cutting specification that kept retail prices accessible for the collector market rather than bullion buyers. The KM#37 issue was struck by the Perth Mint on behalf of the Tuvalu government, which had no domestic minting infrastructure of any kind.
