This piece belongs to Niue's long-running program of licensed pop-culture silver issues, produced in quantity for the collector market rather than any domestic monetary need. Niue — a self-governing island in free association with New Zealand, population under 2,000 — has issued hundreds of such coins since the early 2000s, effectively using its nominal sovereignty as a commercial licensing vehicle. "Sally" almost certainly refers to Sally from *The Nightmare Before Christmas*, one of several Disney/Tim Burton characters appearing across this collector series.
