Niue has operated a licensed character coin program since the early 1990s, issuing legal tender silver rounds under bilateral agreements that allow foreign licensors — in this case Peanuts Worldwide — to monetize collector demand through a Pacific microstate's sovereign mint authority. The arrangement is commercially straightforward: Niue collects a modest fee, the licensor reaches a numismatic audience, and the coins circulate nowhere.
