Niue has leveraged its status as a Cook Islands-adjacent Pacific microstate with full ISO 4217 currency recognition to become one of the more prolific licensing mints in the modern commemorative market. The Warner Bros. arrangement behind this Harry Potter series gave the New Zealand Mint — which strikes Niue's collector issues — access to characters whose merchandising rights are among the most tightly controlled in entertainment licensing.
