Niue has operated as a prolific licensing hub for commemorative coinage since the 1990s, contracting its sovereign issuing authority to foreign minting programs with little connection to the island itself. This piece belongs to a Soviet automobile series — the GAZ-21 Volga was produced from 1956 to 1970 in Gorky and became the default vehicle of Soviet officialdom, KGB operatives, and the rare privileged civilian. It was never exported to the West in meaningful numbers.
The series was struck at the Mint of Poland, which handled the bulk of Niue's themed silver programs during this period.
