Obverse description A large, highly detailed high-relief portrait of Benjamin Franklin occupies the majority of the field, depicted in three-quarter view facing right, with long flowing hair and period-appropriate attire. Thirteen six-pointed stars arc along the left periphery of the field, evoking the original American colonies. Inset at lower left is a smaller circular vignette in the style of a traditional coin, bearing the diademed effigy of Queen Elizabeth II facing right, engraved by Ian Rank-Broadley with his initials IRB below the truncation, surrounded by the legends ELIZABETH II and 2 DOLLARS above, COOK ISLANDS to the right, and the date 2021 below. A ribbon banner at the base of Franklin's portrait bears the inscription FRANKLIN.

Reverse description The reverse features a central full-color circular vignette depicting a historical scene of Benjamin Franklin and associates gathered around a large table in a library, surrounded by bookshelves lined with volumes, evoking Franklin's celebrated intellectual and civic pursuits. Overlaid at the lower portion of the vignette is a colorized American flag motif within a star-shaped device, above a blue ribbon cartouche bearing the word FOUNDER in white lettering. The legend BENJAMIN FRANKLIN arcs across the upper border of the coin in raised relief, while AN AMERICAN LIFE appears along the lower border, both separated by a ring of raised six-pointed stars encircling the central colored insert.
