Niue's authority to issue legal tender coinage derives from a 1981 agreement with New Zealand, which handles Niue's defense and foreign affairs. The island's own population has never exceeded a few thousand, making it one of the more unusual sovereign issuers in modern numismatics — its mint output vastly outnumbers its citizenry.
