Niue has operated as a prolific licensing hub for themed bullion since the 1990s, contracting its sovereign issuing authority to private minting firms — in this case almost certainly the Perth Mint under one of its numerous third-party programs. The coin exists not because Niue had any monetary or commemorative reason to issue it, but because the arrangement generates royalty revenue for the island's government while the real commercial driver is collectible bullion demand in export markets.
