Niue has long served as a licensing vehicle for commemorative coin programs designed and marketed almost entirely outside the Pacific island nation itself — this Waterloo issue is no different, produced under a arrangement where Niue's sovereign status provides the legal tender framework while a European mint and distributor handle everything else.
