Tuvalu's numismatic program has been administered largely through the Perth Mint under licensing arrangements that allow the island nation — with a population under 12,000 and no mint of its own — to issue an enormous volume of collector silver. This Athena piece is one of dozens of themed issues produced under that framework in the mid-2010s, a period when the Perth Mint was aggressively expanding its bullion and collector coin output for Pacific island issuers.
