Niue's legal tender commemorative program has long served Pacific island revenue needs rather than any local monetary tradition — the island's actual economy runs on New Zealand dollars. The Anna Pavlova issue sits within a broader series of silver ounce pieces that Niue licensed to external minting operations, in this case almost certainly produced by a European or New Zealand contractor rather than any sovereign mint facility on the island itself.
Pavlova died in The Hague in 1931, mid-tour.
