Niue has long served as a licensing authority for commemorative coinage sold primarily to collectors outside the island, and this issue is squarely in that tradition — a New Zealand-administered territory of roughly 1,600 people generating revenue through coin programs rather than circulation. The Alaska Gold Rush of 1896–1899 drew an estimated 100,000 prospectors to the Klondike region, most of whom arrived too late to stake any viable claim.
