Niue has functioned since the 1990s as a licensing vehicle for foreign coin programs, its sovereignty providing legal tender status to products designed, marketed, and distributed almost entirely outside the island. The African Lion series was produced for the bullion and collector market through the New Zealand Mint, which handles the bulk of Niue's commemorative output. Actual circulation on the island — population roughly 1,600 — is effectively zero.
