The Australian Kookaburra series, launched by the Perth Mint in 1990, was designed explicitly to compete with the American Silver Eagle and Canadian Maple Leaf in the international bullion market. Each annual release carries a new kookaburra design — a deliberate strategy to drive collector demand on top of straight bullion value, a model the Perth Mint had already proven with its Nugget/Kangaroo gold series.

The two-ounce format was one of several fractional and oversized options produced alongside the standard one-ounce coins in this year's release. KM# 399 mintage figures were not publicly disclosed by the Perth Mint, which withheld exact production numbers for much of the series during this period.
