Palau has operated a prolific commemorative coin program since the mid-1990s, contracting production largely through the Coin Invest Trust (CIT) in Liechtenstein and targeting the collector market rather than domestic circulation. The dragonfly issue sits within a broader run of Palauan nature-themed silver pieces aimed squarely at thematic collectors in Europe and Asia — a revenue mechanism for a microstate whose own circulating currency is the US dollar.
