Niue has operated as a licensed issuer for commemorative coinage since the 1990s, contracting with the New Zealand Mint and others to produce collector pieces under its sovereign authority. The arrangement is frankly commercial — Niue's actual currency is the New Zealand dollar, and these issues never circulate. The Harry Potter licensing rights involved here are held by Warner Bros., making this a three-party product: a Pacific island nation, a New Zealand mint facility, and a Hollywood studio.
