Niue has operated as a licensing vehicle for the New Zealand Mint since the 1990s, issuing legal tender coins under its sovereign authority that have no meaningful circulation function on the island's roughly 1,600-person population. The arrangement is purely commercial — Niue collects royalty revenue, the mint sells to collectors, and the $2 face value is a legal fiction.
