Niue has served as a licensing vehicle for third-party bullion and numismatic programs since the 1990s, with its coinage struck almost entirely offshore — typically at the Perth Mint or the Polish Mint in Warsaw — under commercial arrangements that have little to do with the island's 1,600 residents.
