Niue has served as a licensing vehicle for third-party bullion and numismatic programs since the 1990s, with its coinage struck almost entirely offshore — typically at the Perth Mint or the Polish Mint in Warsaw — under commercial arrangements that have little to do with the island's 1,600 residents. The "Ram of Calvary" falls within a devotional series drawing on Christian iconographic traditions, issued under Charles III's name following his accession in September 2022.
