Obverse description The obverse is styled as the back of a playing card, framed by an elaborate geometric and diamond-patterned border filling the entire rectangular field. At center, the Public Seal of Niue is depicted within a wreath of laurel branches surmounted by a royal crown, with two crossed swords below and a ribbon bearing the motto 'ATUA NIUE TUKULAGI'. The denomination legend 'TWO DOLLARS' arcs above the seal, and the date '2023' appears below in the lower field.

Reverse description The reverse reproduces the Justice card (Trump XI) from the Tarot de Marseille tradition in full color, framed by an Art Deco-style geometric border. A winged allegorical figure of Justice is shown frontally, her outstretched arms holding a raised sword in her right hand and a pair of suspended scales in her left, set against a large red solar disc. The Cancer and Libra astrological symbols appear in red to the upper left and upper right of the figure respectively, and the Roman numeral 'XI' is inscribed within a circular cartouche at the top. The legend 'JUSTICE' is incused along the lower border, with the fineness inscription '1 oz 999 Fine Silver' running vertically along the right edge.

Niue has operated as a prolific bullion and commemorative licensing hub since the 1990s, issuing coins under New Zealand's Crown authority while contracting production almost entirely to external mints — primarily the Perth Mint and Polish State Mint. The nominal two-dollar face value carries no practical purchasing power on the island, whose entire circulation economy runs on New Zealand dollars.

Charles III's accession in September 2022 triggered a wave of new effigy coinage across Commonwealth realms and associated territories, with Niue among the first to update its licensed series accordingly. The Jody Clark portrait, first approved for circulation coinage in 2015, carries over to these issues by default.
