Palau's ongoing Biblical series drew on an unusual licensing arrangement that gave a European mint — almost certainly Berna/B.H. Mayer's — broad creative latitude over subject selection. Cain and Abel is an odd choice for a Pacific microstate with no particular scriptural tradition tied to that narrative, which tells you everything about who these coins were made for: the collector market, not the issuing nation.
