The Bank of Shangtong was a Japanese-sponsored provincial institution established in Shandong during the occupation period, and its notes were instruments of economic control rather than conventional banking instruments. This 25-cent fractional issue belongs to a class of small-denomination military-occupation currency that flooded rural markets to displace existing Chinese coinage and lower-denomination notes.
The Republican year dating — Year 27, corresponding to 1938 — continued the Nationalist calendar convention even as the issuing authority was effectively a puppet structure. A deliberate choice, designed to ease acceptance among a civilian population resistant to overtly Japanese-branded currency.
