Pei Hai Bank was the currency authority of the Shandong-based Jiaodong Liberated Area, operating under the Eighth Route Army's administrative structure during the Second Sino-Japanese War. This note belongs to the bank's earliest emission period — "Year 29" follows the Republic of China calendar, placing issue in 1940, when the bank had only recently been established to displace both Japanese puppet currency and the Nationalist fabi from Communist-controlled territory.
Wartime production conditions were severe. Paper supply was irregular, and printing quality across the Pei Hai series is notoriously inconsistent — minor color and plate variations within the same denomination are common enough to complicate straightforward attribution.
