The Bank of Pei Hai was a Communist-controlled regional bank operating in the Shandong-Jiangsu border area under the authority of the Pei Hai Administrative Office. It issued currency in direct competition with Japanese puppet bank notes circulating in occupied territory, and the two currency systems were actively used as economic weapons — the Communists suppressed Japanese-backed scrip while aggressively promoting their own issues among the rural population.
Year 32 follows the Republic of China calendar, placing this note in 1943, a period when material shortages meant print quality and paper stock varied considerably across issues from this bank. Survival rates are uneven, partly because rural wartime circulation was hard on paper currency.
