The Szechuan-Shensi Soviet base area was established in late 1932 after Xu Xiangqian's Fourth Front Army broke out of Hubei and crossed into the Qinling region — a fighting retreat that became an occupation. The Worker's and Farmer's Bank was set up almost immediately, issuing currency to stabilize trade in villages that had no prior experience with any paper money system. Cloth was the practical choice: paper supplies were unreliable in a guerrilla-held mountain zone under Nationalist blockade.

The "white" designation refers to the unprinted cloth ground, distinguishing this type from the red-printed issues in the same series.
