Andorra has no mint of its own and struck this issue through the Seva mint in Spain. The 2007 papal coinage series was authorized under Andorra's unusual constitutional arrangement, in which the Bishop of Urgell serves as one of two co-princes — giving the Catholic Church a formal, codified role in Andorran governance that dates to the 1278 Paréage agreement with the Count of Foix.
