Paraguay in 1868 was a country being destroyed. The War of the Triple Alliance — Brazil, Argentina, and Uruguay against Francisco Solano López — had by that year killed the majority of Paraguay's adult male population and was consuming what remained of the national economy. This pattern was struck amid that catastrophe, almost certainly in Europe, as López sought to project fiscal normalcy for a state that had effectively ceased to function.

It never entered circulation. The war ended in 1870 with López's death and Paraguay demographically gutted.
