Hasan Ali Yücel served as Turkey's Minister of National Education from 1938 to 1946, overseeing one of the most aggressive literacy campaigns in the republic's history — the Village Institutes program trained thousands of rural teachers and was later dismantled under political pressure after Yücel left office. This commemorative was issued as part of a broader Turkish Mint series honoring cultural and intellectual figures of the early republic, produced in the late 1990s when Turkey's chronic inflation had pushed face values into the millions of lira.
