The CFA franc zone's monetary governance structure is legible directly on these notes: each signature pair represents a national minister (rotating by member state) countersigning alongside the BCEAO Governor — which is why the minister's name changes so frequently while the Governor's tenure is longer. Banny held the Governorship from 1994 to 2007; Dacoury-Tabley and then Koné succeeded him in turn. José Mário Vaz, who signed in 2010–2011 as Guinea-Bissau's finance minister, later became that country's president in 2014.
