Kreis Wetzlar was a small administrative district in the Prussian province of Hessen-Nassau, and like hundreds of similar bodies across Germany in late 1923, its Kreiskommunalkasse — the district's municipal treasury, not a bank — was forced into emergency currency issuance as the Reichsmark collapsed into hyperinflation. The 2,000,000 Mark denomination places this firmly in the mid-to-late inflation period, before the denominations climbed into the billions and trillions that autumn.

Scharfes Druckereien was a local Wetzlar press, not a specialist security printer. That shows.
